1994 Cavalier 2.2 exhaust black

I have a 1994 Cavalier 2.2 engine that is blowing black smoke from the exhaust, it idles rough and is a bit hard to start when cold, I noticed that if you ref the engine it also will cut out like it's out of gas and then it really blows the black smoke. I pulled the plugs and they were really black but all were firing. The check engine light does not come on and I tried to jump the scan tool connector but can't pull up any codes, the check engine light does come on though so I know it's not burnt out. I have tried oxygen sensor, map sensor and did the check for the EGR but no help, any ideas would be appreciated.
