Wont pass inspection

We have a 1996 neon 2.0 SOHC and wont pass the emissions for the inspection the problem being that they said that the pcm isnt storing any codes but when they hook it on there computer and plug it into the pcm it wont pass the emissions. We changed the egr valve and oxygen sensor and evap canister and even tried 3 diffrent good working pcm and still nothing took it to the dealer and they cant figure it out, They think that when you shut car off it is resetting the pcm. If anybody has ever heard of anything like this or know what the problem could be i really would appreciate any help seeing no body has been able to figure this one out. Thank you FrankC

I'll tell you FrankC, I have been reading up and working on neons for about seven years now and have never seen this question pop up. I'll see if I can get you some help.

And the answer is:

The 96 model years have the following problem.

All Monitors set to not ready when key off, The only solution is a pcm re-flash as per TSB # 18-005-01.

how would i do the re flash? I never seen anything like this before really driving me nuts here. Thanks FrankC

EZFrank,

Is it not passing the emmissions based on the chemistry in the exhaust or is it based on "rules" that require the PCM to provide a "handshake" to the analysis machine to confirm that the codes CAN BE Stored.

You might artificially create a code by pulling an AC relay or an O2 sensor something like that to confirm/deny that the PCM is in fact storing of not storing the code data. Just a thought.

I belive only a dealership can reflash your computer.

Thats what i thought i dont have a scan tool any ways, The dealer they took the car to said they didnt know why it was doin this but i guess they are goin to have to take it to another dealer. Thanks

Take it to the dealer and tell them about the TSB# that I gave you. They will reflash your PCM and you should be good to go.

Thank you so much das2123 i really do appreciate it this car is my nieces and she spent so much money on it and nobody could figure it out. She also says thanks you. What is a reflash if i might ask i never heard of this i am just curious.

The dealer just basically updates the software in your PCM. It should be simple and quick.

I called the dealer and they said same thing the pcm needs updated and it will cost $39.95 which isnt that bad. thanks

Let us know if it retains the flash and then retains the codes after flash.
