Angry 94 lesabre no fuel pressure - please help

i have a 94 buick lesabre. while driving the other day (in the rain btw), the car just cut out and will not restart. it has done that before and started back up a few minutes later. this time, nothing. it will crank, but fuel doesn't seem to be getting to the injectors. If i spray starting fluid in the air filter tube, it starts for a few seconds and quits again. (which rules out the ICM, i hope). I don't seem to hear the fuel pump run, which leads me to the fuel pump relay. I checked the 2 electrical conectors leading to the fuel pump, and no juice seems to get there. (again, seems to be relay), but, WHERE THE HECK IS IT?...lol. I have searched the forums relentlessly for answers, but no exact answers. I bought a new one so I know what it looks like. the only relays that are similar are under the glovebox. I swapped them out to no avail. The Haynes manual says "On earlier models, the fuel pump relay is located on the firewall - on later models, the fuel pump relay is located in the engine compartment fuse box." Is this engine compartment fuse box the "MAXI-FUSE" panel? if so, the maxi-fuses make no reference to fuel, or relay or anything remotely close. the relays just under the fuses are not marked "at all" (thanks GM). Is there another "engine compartment" fuse panel that will solve the mystery? I'm not blind, but i cannot for the life of me see another fuse panel under the hood. Also, I do not hear injectors engauge and i can push the schreader valve on the fuel rail in with my finger nail.....PLEASE HELP

There is another fuse panel underneath the dashboard, on the passenger side.

you will need to push the seat back, and you unnscrew the screws that holds the underside of the dash to the dash itseld. the fuse block is close to the door.
