Unhappy howling noice -help.

Can anyone help me with a howling noise from the passenger side of the engine. Mechanic has replaced belt, tension pulley and waterpump. It only howls between 1,600 and 1,800 RPM while driving or in park. Suspect either power steering unit or alternator. Please help. Thanks
