1999 Explorer 4.0 Air bag codes definition

Hi,
I have a 1999 Explorer 4.0 , The air bag light is giving me a 3-6 code. Does anyone have a definition for this troulbe code and maybe a diagonostic path.

It says the drivers air bag module shorted to ground or power. I was going to post the test, but it is so large, I can't put it here. Here is a word document. The pictures did not come through. It is 51 pages long. Let me know when you have it so I can remove it from server. It takes a lot of space. Thanks.
