Ignition Troubles!

hey all, I'm having trouble getting the key out of the ignition....when I go to turn the car off it WONT push back AT ALL as in the car remains on, it gets locked in that position sometimes, the fix is to rotate it back as quickly as possible or to just sit and play with it until you get it...can someone please tell me what the problem may be? is it the ignition cylinder? I would say it is your ignition switch-lock assembly.

my wifes car(2001 Regal LS) did this under warranty they replaced the key tumbler didnt fix it then they replaced the shifter assembly(floor shift) and it fixed it.
