i have two ?'s

i have a '92 Olds cutlass sup. And my passenger window will not let down, i can hear the motor running but it's not coming down. My second problem is i have a digital insturment panel and it will not come on when the car is on. it does it like every now and then like in the mornings it comes on, or if it's been sitting for a long period of time or when i'm driving for a long period of time, i turn the car off and start it panel will not come on.

sounds like you need a new window regulator tape or regulator assembly, esp. if the motor is running. The cluster problem sounds like a heat related failure of the printed circuit on the back of it.

so do i need to get a new window motor/ and new cluster panel. or is there a way that i bypass buying a new one and fix the one i have.

Don't necessarily need new, good working condition wiill do. Find a good reputable junkyard . Just make sure the parts you buy come with some warranty in case they don't fix your conditions.
