Engine not idling correctly

I have an '85 2.3 turbo that is not idling correctly. It is running lean and I can not figure out what is wrong with it. The spark plugs, and wires, fuel filter, and fuel pump have been replaced. I'm not sure how to check the EGR or the EGR solenoid. Any help would be appreciated.
