I have a 92 talon TSI. Runs rich only when its hot outside or when it sets in the direct sun. It also registers full boost when barely laying my foot on the gas and really loads up. I do have an idle surge as well. I've had that for a couple of years and just figured it was the Idle control sensor. With the ignition on without the motor running, the ICS motor chatters and makes a constant clicking sound.
Today I got a used ICS from my friend who just retired his talon because of a blow engine due to a bad oil pump. His ICS motor was definitely good. When I hooked his up to my car, It did the same thing. I have had a dianostic test and it said "wastegate" malfunction. when I got that, I checked vacuum lines and the wastegate by putting 10 psi to the actuator. It worked fine. Any Idea why the clicking sound. Could a bad computer do this. This I the only obvious area to look for my problem, which is running rich to the point its undriveable when its hot out. Your stock boost control solenoid could be malfunctioning. If the wastegate itself is fine, something is wrong with the way you are controlling boost probably.
Getting a manual boost controller might fix your problem. They're like $20 on ebay. As for the other issues, I'm afraid I can't help you.
