Air condition does not blow enough

OK, the first time the dealer replaced the module but now at 144k my warranty is way out.
It has happened four times.
Driving down the road and the air condition blowing slows way down. You start getting hot but at inside or recirculating you can hear the fan blowing it's guts out inside the dash but hardly any through the vents.
If you shut the car off somethimes it will work again.
I noticed on the F1 trip this past weekend that the plastic behind the coool settings, the cassette opening, and a area on the left middle of the radio got really hot every time it happened. When it worked OK thiese areas were cool.
Any idea? It doesn't seem to fit the resistor idea since you can hear the fan blowing.
This is not cool in Texas.

It's a 2000.

There is an air intake filter for the passenger compartment. You access it under a panel at the right bottom of the windshield. If you never changed it, it's plugged. Cost about 25-30 bucks if I recall, and easy to change. Do a search on it, and I know I have seen directions on changing it somewhere.

Cabin filter was changed
