03 malibu anti-theft problem help

my old man has a 03 malibu and is having a hard time with ignitions the first proble was the car wouldnt start the starter does work and the pump works not the best working condition but it does have power around 80 percent we used a diagnostics computer and was showing dirty sensers not sure if they cleaned them or just reprogramed the cars computer now the car dosent start we were told to unplug the ground of the battery for ten seconds plug it in and wait 10 min to reset the computer and turn it on that way when anti-theft light blikes u cant turn the on and have to reset againg every time we want to turn the car on we were also told something about a chip on the steering wheel collum any truth to that and is it possible to just bypass the cars factory alarm for an aftermarket alarm
