Jetta Fuel problem

Im trying to get a car going for a friend, its a 91' Jetta 1.8L

The fuel pump isnt getting power, I replaced the relay and it didnt help..
I searched and found a few tips, but I still cant figure it out.. When I take the FP relay out and jumper the pins, then I'll get power to the pump.. But other than that, Nothing..

any suggestions?

You get voltage to the pump when you bypass the relay - how do you know this? Do you hear the pump trying to work or have you checked voltages at the connector to the pump? Reason I ask is because mine seems to have no power going to the pump and my relay clicks fine. If you have measured voltage at the fuel pump connector, please tell me which wires have juice and which do not. I don't want to pull apart my interior tracing those 4 wires back the the fuse block if I don't have to. I can't find a wiring diagram anywhere. Information super highway - what a joke.
