1996 Chevy Blazer

I have just bought a 1996 Chevy Blazer and am troubled by the windshield wipers. They work some of the time and totally not the other time, and mostly dont work when it rains and you need them. I have my haynes book and have tryed to make them work for greasing the wipers joint cleaning the motor and more. Now I am out of ideas of how to fix it. If you can help me please reply.
