92 Prelude Smog Decompressor Pump (?) broke

I have a 92 Honda Prelude and yesterday while I was driving suddenly I heard a loud squeaking noise and soon after that my engine died. I tried restarting it later and it made that loud noise again.

The towing guy looked at it and told me my smog decompressor/pump broke and the belt on it was trying to spin while the pump wasn't. Please excuse my lack of knowledge as I don't know exactly what that smog thing is called.

Anyways now it sits in the shop and tomorrow they plan to give me an estimate. Do any of you guys have experience in this and know how much this stuff should cost me? I am really afraid to get ripped off.

Also I plan to change my radiator because it's leaking. How much should that cost me?
