Rear windows do not open entirely

Hello,
I have a PA 91, in switzerland. Both of the rear windows do not open entirely, only a few inches. What can I do?

Well, i don´t think it´s possible, because of mechanical restrictions.
Unfortunately i can´t find any help for this problem in my chiltons manual.
