What is the timing on an 88 camry with 3s-f with DOHC

I'm having a hell of a time getting this car timed, my haynes manual is saying that it's 0" TDC, but the emmisions stickers says ("BTDC).

When I time it to TDC it wants to run but will not keep running.
Does anyone know what it needs to be timed at?
