1999 Cherokee Needs Air Freshening
It seems that the previous owner of my 1999 Cherokee Sport must have been a heavy smoker. When we bought the vehicle a while back they must have used some air freshener to hide the odor. Now some time later the stale smell is very strong. I figure I probably need to clean the seats and liner but I was wondering if there is some kind of cabin filter or something in the vents that can be changed?

Try some Febreeze on the seats, carpets and headliner. I occasionally smoke a cigar in mine. It reeks afterwards. A few shots of Febreeze and leave the windows open usually takes care of it.

I work at a Dodge dealership as a detailer and we have what we call an OZONE machine to take out the bad odor. The problem is that after you leave it in there a few hours, your car smells like chlorine. Try asking a dealership if they would let you use it.
