Unhappy Paint oxidizing?...

Hey guys, just was wondering if anyone might know what's happening to my hood, and if there's anything to get to fix it.

I bought my car used from this guy that was a mechanic and it all looked great.. then after i washed it the first time the hood went to looking a lot duller and everything from the rest of the car (my mom said it might not have a clear coat on it).. anyways so i thought I'd try to get some wax to fix it, but it didn't help whatsoever... anyways just was wondering if there was anything i might be able to put on it to fix it (i was thinking that the guy that sold it to me must have put some sort of quick fix on)

it's a 1991... the rest of the paint is amazing on it.. just the hood for some reason

usually if the paint is oxidized that bad then it has to be reapainted not much to do if the oxdation is that bad sorry it is probably not the new that you wanted to hear.
