HID problems

i have a 94 integra LS and bought a HID kit and high powered(hi performance) aftermarket headlight wiring kit to give more electrical power to my kits. Heres the problem...every time i turn them on they flicker a bit as they get brighter but one of them goes out and i have to turn the switch off and back on for it to fully light up....ive switched both bulbes with each ballast...then i switched both ballast and it seems to still do it when ive done it with the bulbs it was the same side but when i switched ballast it was the other side so i knew which ballast but then the weird thing is that this is the 3rd ballast replacement for it(they keep burning out to not work anymore) so apparently its not giving enough power to both of them i guess
do i need a more powerful battery or a more powerful alternator or 2 separate relays for each ballast?(even tho i have that aftermarket headlight wiring kit?)
