1984 canadian/Federal emissions model, info.?

I found out today that I have some weird federal/canada light duty cycle emissions crap on my van. It's basically 2 bleed solenoids and two little "delay boxes" . Anybody know what will happen when I don't reconnect that stuff to my new carb on my 84 B250? I'm putting on a standard holley 2280 carb instead of the one thats on it now which no one can seem to identify. The egr is blocked off and the cats will be hollow, so emissions is out any how. Also what happens if I ditch the Vacuum amplifier on the passenger side valve cover and just cap it all at the carb?

How can I remove this system and what outcome will it have? anyone?
I want as basic a setup as possible. normal(non electric) carb, open air cleaner element, no emissions.......
