pop-up rear spoiler

I noticed that the rear spoiler makes a huge difference in stability at highway speed. Unfortunately it only pops up at 78 mph plus. I often pop it up manually (more often I just speed!!!). I noticed some newer ones pop up at lower speeds. Did the owner do it manually or are they coming up at lower speeds on newer ones? Can it be programmed to come up sooner?

2001 beetles come up at 78 mph as you know. my buddy's comes up at fifty because its newer model. so the owners are not doing it manually. i dont know if spoiler can be reprogrammed, ask vw tech on phone from dealer ship
