TCS won't disable

I went to do a smog check and the technicican could not run my '97 Transport on the dynamo since the panel switch was not disabling the TCS. I am checking the switch but I don't know where the other end of the wire goes into the computer to check that connection.
Maybe someone knows a way to disable the TCS some other means like unplugging sensors on the wheels or something or some other way to just get me past the smog check?

TCS and ABS control module located under dashboard, near wheel. Try to disconect it, but remember in that case ABS does't work too.
