Opposite Idle Problem

My 1989 F250 (460) 7.5 was idling great until I changed my fuel filter, and then I sprayed some ford fuel injector cleaner down the tube throats and idle got worst.

I just had the motor rebuilt and the idle problem is still there - any suggestions?

Bad filtered installed? map went bad? or?????

what is it doing? missing, idle high or low Did it start after the engine was rebuilt or before. when did you change the fuel filter, befor or after the engine was rebuilt.

The fuel filter was changed before the engine rebuild, and when the fuel filter was changed that was when the idle went way up. The mechanic then sprayed some injector cleaner down the air tubes and the idle went even higher. He then tryed to adjust the idle and was able to get it down a tad, however, the idle is still high and even after the engine rebuild the idle still remains high :o(

What con I do?
