Take it to a dealer or qualified service technician. There is a malfunction in the system somewhere that needs to be diagnosed and repaired. This is not a job for the DIY'er as you can trigger the system if you are not careful.

It could be the clock spring, if you've never had that replaced it is a dealer recall item and you can get that fixed for free. The one on my Dad's 98 just went out and the dealer repaired it and that fixed the problem. Especially if you are noticing any horn or cruise control problems that is a good place to start.

a couple of months ago, dodgle recalled some of their cars including the caravans for clocksprings that can fail. like buzzsaw28 said, take it to the dealer, if it's the clockspring, they replace it for free
