HowdoI remove black on lower hatchback window?

I have a small LED message board which I'm trying to hookup in the rear window of my 88 CRX.

Currently there is this black privacy material on the back window. It does not scrape off. I started with a razer blade. No luck. I've even taken a screwdriver edge to it and used a lot of pressure. I'm beginning to think that it was put on with a chemical method of some sort.

Has anyone had any luck removing it? I'm trying to remove a small 9x1.75" square in the center.

Any help would be greatly appreciated!

P.S. Or if anyone has an idea where I can get a replacement glass that does not have the black material, I'd be interested.
