Question hood release cable

The hood release lever broke in my 95 Intrepid, so I got a replacement from an autowrecker, but I can't get it to work. There just doesn't seem to be enough tension on the cable. The lever sits at the upward position when at rest, and when I pull it back to pop the hood, I have to really yank on it as hard as I can (past the point where it contacts the trim) and keep constant pressure on it for a good ten seconds before the hood will release.

The cable was slightly frayed and seems to have stretched, but I can't see any way to tighten it. It just goes around the pulley and into the little thing that holds the end of the cable in place.

Is there a way to tighten the cable so it will keep enough tension to function properly? If not and I have to replace the entire cable, how do I do that? I can see where it disapears up under the dash, and I can follow it through the engine compartment from the front of the hood to where it disapears under the front windshield, but where does it go in between? What exactly would I have to disassemble to get the old cable out and new cable in through the firewall?

Anybody? None of the local auto parts stores seem to have the right Haynes manual and I don't know how to put a new cable in. I'd relly prefer not to have to pay the dealer 75 bucks an hour for a silly little job like this. It's bad enough they're charging me 73.99 for the cable!
