key programming...

I have one working key. I can buy another on ebay, but how does one program the transponder?

The Chrysler dealer can program the new key. He have to use a DRBIII programmer.
Depends on your dealer, but it should be a low cost thing.

You need two working keys to program it yourself. Buy two keys from Ebay have one key programmed at the dealer then you can program the third one. If the dealer is willing to give you a two for one deal take him up on it.

My dealer(when i got keys made) had to reprogram the original key as well so i think you need to do them all at the same time
