bright/dim headlights??

Bought a 94 Buick Century the other day and was checking all the lights before I take it to have it inspected.

When I turned on the headlights ( on dim) the outer two lights came on.
When I clicked on the brights the inside two lights came on as they should but the outer two lights went out!

Is this the way they are supposed to work or is there a problem? I've never seen this happen on any other 4 headlight system before but I thought maybe they have changed things. Whats up??

This is correct for this car. The brights are seperate bulbs and come on without the outside lights when the switch is on high beam!!!
