carputer, from flood salvage

if anyone can help me out if would be forever in your debt (or i could just ask my dad)
Situation: My dads owns a computer busines, sales and on site service to busineses and gov. agencies only. back in the hurricanes out shop got flooded. tons of comptuers where lost. now, i am in the process of resorecting them. im not going for anything special, just something to store and play mp3's on.

What i got: I have obtained a 20gig hard drive that is verified working with an OS loaded onto it (win98 i beleive). I have also obtained a "good" (not verified but you cant hurt these things from just water, usually) pentiumIII 1.2gHz i beleive (correct me if im wrong about the 1.2, i know most are in the 700mHz range but i know there where a few in the 1.0+ gHz range, it is which ever is above 1.0 gHz) processor. I have also obtained 2 "working" 256 meg Memory sticks. most of the motherboards where the asus boards with the sound and video cards already integrated into them, and i have obtained a good CD-R drive.

What Is Wrong: I have located 2 motherbaords that will make a power supply turn on, problem is neither send a video signal out, even with 256meg memory, hard drive with OS, keyboard pluged in, processor. ya know, the essencials...i did have 3 but one was mising a capasitor, got tour out while salvageing 2 sticks of 128 RAM.

if anyone can help me i would be appreciative, i even plugged a speaker in to see if i got any beep codes, nothing. one has integrated network card and its LED powers up and the CPU fan i pluged into the outlet on the motherboard worked and the CPU would heat up (i was so frustrated turning it on and off i actually got scared it would burn and went ahead and put a heat scinc on it).

any idea if it could be the memory or CPU since they arent 100% verified good? or could it be the integrated video card?

basically all i want to have to buy is a 7" screen, everything else including a mouse from an old lap top (the nub mouse) should be salvaged. if i have to buy anything (especially a new motherboard) the whole project will be ditched...so help me out and ill give you a carputer and lots of pics.
