electric guru's......horn doesn't work!!!

I just bought the car and the horn doesn't work. After going through everything this is what I have found.

There are three relays in the fuse box under the hood, the first is the fog lights, and the other two are the horn.

When I press the horn, the relay in the middle clicks. I pulled the two horn relays and used a jumper wire, when psitive is supplied to the third relay in slot 3 ( see diagram a) the horn will honk.

Process of elimination means: the horn switch is working fine to the relay, and the relay to the horn is working fine. But because the horn involves two relays to work, there is a problem with the two working together.

Also the drivers foglight has no power to it either.

I just got done re-wiring my entire fuse box under the hood (car was totaled when I bought it) You can't jump the breakers to see if you can get power to one thing or another it doesnt work. Take the breakers down to the dealership and order new ones, fyi they are not cheap the fog light breaker was 25 bucks it was the last one I just bought... The reason I say take the breakers with you is because when you go to look up the breakers in the dealers system it doesnt tell you what each breaker does, I had to go out on the lot and find an 03 like mine and get the part #'s off of each breaker lol pain in the ass.....
