86 CRX Si Unique Hard Start

My CRX Si is having problems starting about every other time I try now. The starter is fine, but it seems to be having trouble getting fuel. It will begin to turn over and then die like it is running out of fuel. I usually have to wait 5-15 minutes until I hear the fuel pump kick in until I can start it again. Once this happens though it starts up right away and runs great. In fact, once it starts I don't have any problems at all which leads me to believe the problem is not the fuel pump. I've never experienced any problems once the engine is running. If anyone has any idea as to what this could be let me know. Thanks.

Also, does anyone know where I can get my hands on a pair of cable stays for the Si sunroof? This is the cheap plastic lever that seems to always break on the sunroofs.
