93 escort no check engine light, overheating

hello I have a 93 ford escort lx wagon 1.9 liter. it has a few problems and I was vary close to taking it to the dealer but I found this forum and hope I can save some money with some help.
problem 1: the check engine light never comes on, in california it will not pass smog because of this even though all other smog tests are fine. this is my main consern right now, as the registration is up.
problem 2: high/low speed radiater fan doesn't work properly. it kicks on when the car is started then it turns off and doesn't come back on. causing the car to run hot of course, as a temporary fix I have direct wired it to run on low all the time the car is on but the car will still run hot here in the california desert. (temps already around 110F)

I also forgot to mention that there is a clicking sound I can hear while driving, it sounds like the turn signal is on. but of course is isn't.

Check the light in the dash instrument cluster. I just bought one a few months ago and i had quite a few burnt out. For the overheating Im having the same problem but it runs good with the a/c on.

I'm glad I'm not in Kalifornia any more I went through hell on my old Ford Ranger with the SMOG BS. I'm in Yuma where it is also very hot. When I'm cruising down the road my fan doesn't run because the air is flowing through the radiator. So although your fan doesn't work right I'd say that it is not the primary problem. I have a '93 wagon also. About two years ago mine was overheating. It was caused by the radiator being clogged up. You can have it rodded out but it's easier to buy a new one. On my Escort if you disconnect the temp sensor then the fan will run hi speed. Are you familiar with the waiver program where you go to a 'referee'?

Saw that you are in Desert Center. Been by there lots of times. I used to haul cotton seed from Blythe to Indio. Here's a picture for you. The sensor I mentioned has a black circle around it.
