speed alerter

i dont know where i should post this but i need feedback on this.

im from australia. here, our speed is Kph. not mph. i was going 69 in a 60kph zone and i was fied for 128 australian dollars. i know its not much, its around ?50 US dollars. i want to know, is

is there a way when, i can get a LED light (like the one for the alarm) and install it some where on my dash and connect it to my speedo, to 60KPH. so if i go over 60kph, then it will blink.

or is there gadgets already for that. and do i need a electrican and does it cost alot to do.. i dont want any noise, just blinking.
