Strange idle?

I just bought a 71 Chevelle 402BB with a 650cfm electric choke Edelbrock carb.

Now i really dont know too much about cars but i am trying my best to learn.

The thing is a couple things actually.
The choke door thing is stuck half way open at all times even when the engine is up to normal running temp.

and it seems to have an odd idle, im not sure if its normal or not because i havnt been arround too many carb'd cars.
When i first start it, it will climb to about 1500-1700 rpm to get the block up to running temp, but even after it is at 190-200* it still wont drop until i hit the gas and release it.
After that it will fall to about 1000, shift it into drive and it will fall to about 7-800.
start driving it and it will be fine, come to a complete stop and it will still be at 1000 rpm unless i shift it into neutral, rev it, then drop it back into drive at which point it will drop back to 7-800 rpm.

Is that normal?

Fast idle cam on the carb is sticking.
