Question 94 golf cranks wont start

94 Golf did some repairs to it and having trouble now. The car cranks but won't start. I have replaced the coil and the ignition switch. I have no spark from the coil. I have tested the wires to the coil and they are fine there is power and ground. Tested terminal #1 and #15 at coil pack and light did not light up. Not sure if that is a good test for the coil. At first the fuel pump fuse was getting no power and now I am getting power. Jumped the fuel pump at the relay and it works. Checked out puts on ECM relay and have power and ground, not sure what is left to check I am thinking it is the ECM??I need help and assistance with what to do next. Please help. Thanks Nic oh yeah the odometer also flashes in 02?? Then the regular reading???

Check if you have 12V between the outer two pins on the distributor harness connector with the key in the on position.

The outer 2 pins have 2.5 millivolts. Not getting 12v. Wondering if black with red strips and brown with yellow strips go to the ECM?

Ensure brown/yellow is ground. The black/red should be 12V+ with key on, if not check that power supply relay (top row, third from left) clicks when ign turned on. Either the ECM isn't sending a ground to trip the relay or the relay is bad.
