Interior Help Please!!!

Hey everybody. I started redoing my interior for my neon...i used Krylon Fusion Safety Blue and it turned out great. the only problem is the arm rest on the door panel (the leathery/vinyl part where the power window control should be) is sticky...and has been so for a week. I removed and cleaned it b4 painting. Did i do somethng wrong? what can I use to paint that vinyl part? (correctly?) Also, should i spray a clear coat on everything else i painted? Please help!!
