Replacing ignition lock cylinder on 97 gp/stuck in park

What is the trick for removing the lock cylinder on a 97 GP GTP? I am having a problem with not being able to turn the ignition key to the off position and shifting the car out of park. I can override both to be able to drive it, and I was going to replace the lock cylinder since it's only $25, but can't figure out how to remove it.

Also, if anybody knows how to test whats wrong, I'd appreciate it. I did check, and I am only getting 4 volts to the release solenoid for the key. It this correct, or should it be 12 volts? I would imagine it's the same issue with the shift lock solenoid.

Come on guys, anybody have a clue on this? I also replaced the brake switch, but that didn't help either.
