Question valve adjusting

just finnished bolting on DP heads, (valve job,new guides,forged rockers/shafts w/swivel adjusters, HP springs, HP push rods)
I found TDC on #1 and torked the shafts and it opened the exhaust valve slightly so I added shims until I had some play then adjusted the swivel to .008 this side (1&2) took 4 shims. On the other side (3&4) it only took 3 shims, Is this normal ? And when I work down to #2 the last one (exhaust) I have to screw the adjuster almost all the way in, while all the rest of them only had to be turned 3/4 of a turn +/- Whats going on ?? Any help is greatly appretiated.

Where'd you get the heads? Are they new or rebuilt? Are you sure you torqued them to the proper specs? That's a head scratcher fer shur. Also check the pushrods and make sure they are the same length and not bent. I'd take it easy the first couple hundred miles or so.

heads are some I had and took to a machine shop for new guides and valve job, push rods are new HP.
He must have ground the one valve more than the rest. ? I'm going to start it this morning we'll see
