AutoScanner Tool help

I have a 93 vr4 and looking for a Code reader tool , does any one know which ones are good ?, i think 93 are obd 1 , but if it could read 1 and 2 it 'd be even better. I saw this one at sears, it can read both but only talks about usa cars, could i use this one on my 3k ?.
I am new into this so iam gonna need your help guys.

Any places, link, models where can i buy one of this tools ? better if i can work with both.
