headlight grounding

can anyone help me how to troubleshoot my headlight....here is my problem, when i turned my engine on and switch my headlight on. my windshield wiper turn on.. i looked at my headlight, my left headlight was low and the right side was bright... do you think my headlight is grounded...? please i need your help.. it sucks driving at night with your windshield wiper goes on and you cant stop it...
