Steering Problem...

My brother's 89(ish) Corsica had a steering problem where the wheel was very hard to turn. The problem was assumed the water pump so it was changed and the car worked fine. Now it is doing the same thing again. Any ideas?

Sounds more like the power steering pump to me. May be worn out or leaking. Other than the steering system itself (which does leak after a few years) possible your belt is loose. That is unlikely, as your battery would ,most likely die but if it slips too much the power steering pump might not be turning enough. The belt tensioner wears out and could "possibly"cause this. Check belt tension first and fluid levels. My guess is the pump. I assume this is happening on slow turns.
