Need advice for '89 Caprice

I plan on keeping this car running for a long time - it still runs great, and looks pretty good, too!

But, I'd like to get a few things done:

1) body work - needs a tiny bit of work on left rear quarter panel

2) paint - has faded considerably

3) driver's power seat inoperable - is there a fuse?

4) brakes - front right locks up on occasion (on hard stops).

5) Anybody ever put disc brakes all around?

Any advice for a good service in Chicago? My mechanic has mentioned a couple, but thought there might be some other opinions to consider...
