'92 to '93 bronco engine swap

I recently bought a 1993 302 5.0L V8 engine with 30K mi for my 1992 bronco, but im having problems getting it to run propperly. It is installed, but it will only run at about 30 mph. I've been told that the fuel injector pump should put out 14 psi, but it is only putting out about 13.5 psi. should that cause that much of a problem? I was wondering if there could possibly be a problem with the computer or the wiring harnesses between the 2 engines. any help would be greatly appreciated.
