My 99 jetta 2nd generation with the vr6/5spd is running sluggish. Also when checking the oil i smelled gas. Any suggestions? Maybe just needs new plugs?

uh you smell gas in your oil?
thats usually a sign of a bad piston ring.
change your oil and put new plugs in and check your oil after driving it around for alittle while. if you still smell gas in the oil, you might want to do a compression check on the cylinders. if you have bad compression than its probably a piston ring. is it burning oil or smoking?

VR6 engines have lots of problems with coil pack being cracked. Buy a new one, it will help alot.
