95 cutlass supreme problem car not starting

I have this problem with my 95 cutlass supreme. First off i thought my battery was dead it was so i bought a new on, next day its dead come to find out the fuel pump was staying on while the car was off dont know why. So i tried to jump it the other day and it wont start now at all, i checked the fuses under the hood and the ecm fuse was blown. Replaced it still wont start. Can anyone tell me why my fuel pump would be still coming on when the car is off and why my car wont start now. Thanx Art.

Check your relays under the hood and the fuses under the hood and inside the car.
