Car bogging

Kinda like the old thread i put about the check engine light, when it comes on after driving for awhile. Well it happened again yesterday, while testing to see if my car shifts into 3rd (which it doesn't). I figured that it isn't the o2 sensor (unless it causes complete bogging), but when you hit the throttle, doesn't matter how hard, when the light is on, it doesn't pull nearly as hard as it would when the light is off. Also after leaving the car parked for about an hour, it's back to normal. So what the hell is going on? Is it the throttle response sensor (is that correct?) or what is it?
