A "short block" is just the case, with internal parts (cam, crank, connecting rods, oil pump, etc) ready to bolt on the pistons, cylinders, heads, push rods, etc.
The long block is just the case (and internal parts), cylinders (with pistons, push rods, push rod tubes), and heads.
To make it inot a complete engine you need manifolds, exhaust, carb, distributor, fan shroud, cooling tin, generator (or alternator), fan, belt, generator stand and oil fill, oil cooler, pulleys, coil, plugs, wires, oil pressure sender, clutch, pressure plate, muffler, and a few things I may have forgot.
The long block is for someone who has all those things on a blown engine, and just needs the "center section" mechanics to get going.
A "turn key", is, as you said, ready to bolt on and go, with maybe just the clutch/pressure plate and muffler needed. For someone (like me and my baja project) who has the bug, but no engine.
