1996 bonneville se daytime running light problem

the daytime running lights do not work, the sensor works because the regular lights turn on if its dark out, but the daytime lights dont turn on ever, i searched my fuses and the relays as best i could but am at a loss, i have that stupid haynes manual for the car but it doesnt even mention daytime running lights in it, please help

I think there is a resistor for DRL under the PCM. Take a look at that for loose or broken leads.

my pcm is under the hood next to the air cleaner under there? or under the pcms under the dash
