relay burnt wont start????please help!!!

93 cavelier 3.1 L

car sat for a month and now i cant start it....
i tried jumping it and its like the starter doesnt have enough to turn it over......got the starter tested at autozone and it tested great...tried turnin the engine over on the main pulley w a ratchet and it turns over freely......starter gets fulll voltage....

there is a little grey relay on the inside of the fender by the battery...i pulled it open and one connector looks burnt.

IS this my problem?
what would have cuased this??

check and make sure that your battery posts are free of crosion. Also make sure you have a good ground connection.

then the next thing i would check is your battery. And check cable connections agian. the way you are discribing things that is all i can think of.

IM SO FRUSTRATED

I dont get it

engine barely turns over....checked ALL connections cleaned them up...inspected all wires.....got aNEW starter a new battery,,,,, what could it be?????
