Control air actuator unit

Periodically my 1987 Ford Crown Victoria would idle extremely high. When I would hit the control actuator idle air unit it would idle down normally. I replaced this part and it continues to do the same thing. Do you think that I have a defective part, or is it conincidence that it would idle normally when I would hit the unit. Would unplugging this unit help this problem or cause more problems?
